农户林地使用权流转的成本收益分析及流转策略

摘  要：
基于农户林地使用权流转行为机理和成本收益分析框架,分析了农户林地使用权流转的成本收益构成及关键影响因素并剖析了相应的流转策略。研究表明,转入户的林地经营收益水平、转出户的非林就业收益水平及流转交易成本水平是农户流转收益和社会总收益水平变化的三个关键决定因素。可以采取提高转入户的林地经营收益水平、增进转出户的非林就业机会及收益水平和降低流转双方的交易成本等措施提升农户及社会的流转收益水平。

摘  要：
The paper focuses on discussing the cost and benefit level of the behavior decision of forestland usufruct transfer for households. Base on the mechanism of households’ behavior and the framework of cost-benefit analysis, the three key influence factors on the cost and benefit of the transfer for households and society were analyzed in this research, i.e. the forestland income level for the transferees, the income level from non-forestry emplo yment for the transferors, and the transaction cost level of transfer. Finally, some strategies to improve the income level of households and society were proposed in the research, such as improve the forestland income level for the transferees, and enhance the non-forestry income level for the transferors and reduce the transaction cost level.
