农产品领域纵向协作机制转型升级的障碍及对策——以忠县柑橘为例

摘  要：
当前,我国农产品领域纵向协作仍然以传统随行就市的市场化交易为主,存在协作层次低和协作绩效差等诸多问题。加快协作机制转型升级受到农产品市场供求关系、农产品加工专用性程度、农民组织化力量、加工企业垄断势力和政府行为等因素的影响。为此,提出了发展合作社联合基础上的合同模式、继续提高农民组织化水平和市场谈判地位、建立"市场保护价+优惠服务"的利益机制、加强产业链管理、政府推动让位于市场推动、行业自组织等政策建议。

摘  要：
Market transaction is the main currently agricultural vertical coordination mechanism;it has many questions such as low-level coordination and poor reslutes.Coordination mechanism transformation and upgrading is affected by products market,agro-processing specificity,the farmers' organizations and processing enterprises monopoly power,government actions.Finally,this paper proposes some policy recommendations: developing the contract model based on cooperative joint,raising the level of farmers organization and the market bargaining position,establishing a " protected market price + premium services"interest mechanism and strengthening the management of industrial chain,the government-driven giving way to market-driven and industry self-organization.
