新型城镇化背景下我国农村土地制度改革与创新

摘  要：
农村土地制度改革是十八大以来我国改革中的热点问题。在工业化、城镇化快速推进的今天,农村土地制度在这个过程中始终扮演着关键性的角色。有效合理的土地制度是城镇化健康合理发展的助推剂。然而,土地制度在推动我国经济社会发展过程中也出现了很多弊端,因此,进一步加强农村土地制度改革和创新是十分必要的。针对改革中存在的现实问题,提出了在今后应进一步明晰农村集体产权归属、建立规范有序的农村土地流转市场、创新农村集体经营性建设用地入市后的收益分配制度以及创新农村宅基地制度改革与管理等建议。

摘  要：
Since the rural land system reform is the eighteenth big hot issues in the reform of China. In today's rapid advance of industrialization and urbanization, rural land system always plays a pivotal role in the process. However, the land system in promoting China's economic development process, exists a lot of drawbacks, thus further strengthening the rural land system reform and innovation are essential. For practical problems existing in the reform, the paper puts forward suggetions suchas further clarify the property rights of rural collective ownership, establish a standardized and orderly rural land market, income distribution system innovation of rural collective construction land management and innovation into the market after the rural house base system reform and management.
