农村集体产权制度改革的三重维度与秩序均衡——一个政治经济学的分析框架

摘  要：
集体所有制是中国农村社会的制度根基,其四十年改革变迁是农村生产关系不断调整和完善的反映,农民利益保护与利益发展始终是这一进程的核心议题。从国家维度分析,农村集体产权制度是农民利益保护的主要制度基础;从市场维度分析,合理有效的产权配置是解决农民利益发展市场化的关键;从农民维度分析,产权要素与市场要素集聚混合所带来的发展新动能与风险并存。农村过渡性市场是集体产权制度改革进程中的秩序均衡策略,其对农村产权安排的稳定性具有调控作用,对农民利益发展具有推动作用。

摘  要：
Collective ownership is the foundation of the system of rural society in China. The reform of the four decades is the reflection of the adjustment and improvement of rural production relations. The protection of peasants' interests and the development of interests are always the core issues of this process. From the perspective of the national dimension,the rural collective property right system is the main institutional basis of the protection of the peasants 'interests. From the analysis of the market dimension,the reasonable and effective property right allocation is the key to solve the marketization of the peasants' interests. From the peasant dimension analysis,the combination of property factors and market factors brings about the development of new kinetic energy and risk. Rural transitional market is the order equilibrium strategy in the reform process of collective property right system,which has the regulating effect on the stability of rural property right arrangement and has the impetus to the development of peasants' interests.
