日本农业基本建设投资体系的变迁过程及经验借鉴

摘  要：
第二次世界大战之后,日本大力推进农业基本建设投资体系的发展,对其解决粮食安全问题及促进农业现代化发展起到了较好的推动作用。日本农业基本建设投资体系范围较为广泛,包含农业基础实施类、农业教育科技类、农业社会化服务类、农业生态环境类4个方面,投资重心集中在大型基础设施建设、新型农业生产经营主体培育、贫困地区农业振兴等方面,投资方式以中央政府为主。在过去60年,日本农业基本建设投资的侧重点伴随着日本农业政策不断变迁。整体看,日本农业建设投资体系在法律支持、政府责任、投资主体、管理程序等方面积累了丰富的经验。中国当前农业建设投资体系主体多元,规模不断扩大,但资金利用率不高。因此,应借鉴日本的经验,从法律体系、投资责任、投资模式及投资管理程序4个方面加以完善。

摘  要：
After World War Ⅱ,Japan vigorously promoted the development of agricultural capital construction investment system,which played a good role in food security and agricultural modernization.Japan's agricultural infrastructure investment system covers a wide range of areas,including agricultural infrastructure implementation,agricultural education,science and technology,agricultural social services and agro-ecological environment.Investment focuses on large-scale infrastructure construction,cultivation of new agricultural production and operation entities,the revitalization of agriculture in poor areas and other aspects,the main mode of investment in the central government.Over the past 60 years,Japan's agricultural infrastructure investment has been the focus of Japan's agricultural policy along with the continuous changes.On the whole,Japan's agricultural construction investment system has accumulated rich experience in legal support,government responsibility,investment subjects and management procedures.Therefore,it is necessary to draw lessons from the experience of Japan and improve it from four aspects:the legal system,investment responsibility,investment mode and investment management procedure.At present,the investment system of agricultural construction in our country is diversified and its scale is not enlarged but its capital utilization rate is not high.Therefore,we need to learn from Japan's experience and improve the legal system,investment responsibility,investment mode and investment management procedures.
