中国农业科研机构科技投入问题研究——兼论国家级农业科研机构科技投入

摘  要：
本文以1997—2009年的中国农业科研机构为研究对象,分析了其科技投入的现状、特点与规律,与国家整体的科技投入情况进行了横向比较,同时基于国家级农业科研机构科技投入的经验证据,深入剖析中国农业科研机构科技投入问题。研究发现,政府资金是中国农业科研机构科技活动经费收入的主要来源;中国农业科研机构的人均科技R&D经费内部支出水平绝对值低于全国科研机构的人均科技R&D经费内部支出水平;农业科研机构的基础研究支出的增长速度低于全国水平;科技经费中非竞争性经费的比例过低,科学事业费中人员经费和日常公用经费的投入严重不足。

摘  要：
The research object of this paper is Chinese agricultural research institutions between 1997 and 2009.The purpose of this study is to analyze their investment status,characteristics and laws in science and technology,and make a horizontal comparison with the whole country.At the same time,analyze this issue deeply based on experienced evidence on investment of national agricultural research institutions in science and technology.The study found that government funding is the main source of the agricultural research institutions funding for science and technology activities.The level of R&D internal expenditure per capita of agricultural research institutions is lower than the national research institutions;the growth rate of basic research spending of agricultural research institutions is below the national level;In the way and budget of science and technology investment of national agricultural research institutions,the proportion of non-competitive funding in science and technology is too low,and in scientific operating expenses,there is a serious shortage in personal expenses and daily public expenses.
