河南省财政支农资金运用效率的DEA研究

摘  要：
首先简单阐述政府财政对农业的扶持,在综合研究分析财政支农资金效率方面的众多文献的基础上,运用数据包络分析(简称DEA)法分析中国财政支农资金使用效率,并分析了河南财政支农资金的规模、结构及效益。结果表明,财政支农资金效率不断下降,其原因在于相对规模存在波动和资金管理监督的不到位。各部分的效率分析结果表明,农业基本建设支出的效率最低,其次是支援农业生产和各项农业事业费,再次是农业科技三项费用。

摘  要：
The government financial support for agriculture was discussed.Based on comprehensive analyses of literatures related to fund efficiency,the efficiency of Chinese financial support for agriculture and the fund size,structure and its benefits in Henan province were analyzed using data envelopment analysis(DEA) method.The results showed that the fund efficiency of financial support for agriculture had been declining,owing to the existence of fluctuations in the relative size and oversight in financial management.Analyses of the efficiency of various parts indicated that the efficiency of agricultural basic capital expenditure was the least,followed by expenses supported for agricultural production and various agricultural administrations,and then costs on three aspects of agricultural research.
