生态文明建设视域下海南省填海造地政策的完善

摘  要：
在经济高速发展的今天,人口多,土地少,人地矛盾突出,填海造地活动也逐渐成为解决人地矛盾的主要方式之一。从国外的发展历程看,日本、韩国、新加坡、荷兰等国家和地区都有不少填海造地的成功经验。填海造地在扩展土地,缓解人地矛盾方面起到了一定的积极作用,但是过度的填海造地活动也改变了海洋生态系统,处理不当将使海洋资源遭到严重破坏。海南省必须妥善处理好填海造地与保护环境的关系,在注重生态文明建设的时代背景下,科学、有序地进行填海造地活动,发展海洋经济,建设美丽中国,服务国家"一带一路"战略。

摘  要：
Reclamation stretched refers to the behavior of turning the sea,lakes or the original river into the land,in today's high-speed economic development,large population,less land,the contradiction between human and land reclamation stretched activities have gradually become one of the main ways to solve the contradictory of people. Watching from the development course of abroad,Japan,Korea,Singapore,the Netherlands and other countries and regions landfill has a lot of successful experiences. Reclamation stretched out on the extension of land have played a positive role in alleviating the contradictory of people,but landfill excessive activity has also changed the Marine circulation ecosystem,improper handling will cause serious damage to Marine resources. Hainan landfill must properly handle the relationship with the environment protection,under the background of pay attention to the construction of ecological civilization era,develope the landfill scientifically and orderly development of Marine economy,the construct beautiful China,service national strategy of"the Belt and Road".
