With the increase of population, land carrying capacity and food safety have attracted great attention worldwide. From the point of man-grain relationship,on the basis of the theory of sustainable development,by using the land carrying capacity(LCC) model, this paper selected the Hebei Province as the example that has the with the features of large population and developed agriculture. This paper first calculated the carrying capacity of land resources in Hebei Province, and then at the county level, using the land carrying capacity index(LCCI) as indicators, and graded of the land carrying capacity by taking the county level administration region as the unit. The result shows that,68.71% of the counties in the Hebei Province were surplus in grains and 17.01% of the counties were balance between population and grains, while the other 14.28% of the counties were overloaded.Based on the result, this paper discussed the carrying capacities of the representative counties in Hebei Province and proposed some solutions on improving the land resources carrying capacity.
