在农民分化的现实背景下,农业劳动者才是稳固农业基础地位、实现农业现代化和建设社会主义新农村的主体。保护和增进农业劳动者利益是扎实推进新时期"三农"工作的根本,是完善和落实惠农政策的着力点。惠农政策的改革和完善,要以集中力量保护农业劳动者利益为导向,以农业劳动利益保护与推进农业现代化、城乡统筹和农民分化等战略措施相结合为思路,以维护、实现和提高农业劳动者利益的具体措施为核心内容,切实推进和提高农业现代化、城乡统筹和农民分化的进程和实效。

摘  要：
Against the background of farmers' differentiation,the agricultural workers are the main body for fixing the foundation of agriculture,realizing agricultural modernization,and constructing new socialist countryside.Protecting and promoting the benefits of agricultural workers are not only the foundation of firm pushing forward the works about agriculture,countryside and farmers in new era,but also the application point for perfecting and implementing policy of benefiting farmers.Therefore,it should take protecting interests of agricultural workers with integrated forces as orientation,take combining protection of agricultural workers' interests with strategic measures,such as promoting agricultural modernization,overall planning city and countryside,and farmers' differentiation,as thoughts,and take the detail measures of protecting,realizing and enhancing interests of agricultural workers as core contents in order to firmly promote and improve the course and actual effect of agricultural modernization,overall planning city and countryside,and farmers' differentiation.
