Mingtian System had been a national basic land policy for over 400years in Han Dynasty.Mingtian System,which came from Shoutian System,Xiantian System and Military Exploit-based Peerage System in the previous dynasties,was particularly influenced by Reforms of Shangyang.It is known from Zhangjiashan Han Bamboo Slips,which was recently unearthed,that Mingtian System was exercised at the beginning of Han Dynasty.Fields and houses were allocated as per titles of nobility.Civilian got title due to credit and common people should join the organization called Shiwu.A common person could get one Qing of field and a house,and the quantity of field and house changed with different owners.Owners of high title equal to or above Gong Minister were free of tax and forced labors.After the death of a titled owner,the title of his heir would be lowered and quantity of related field and house would be reduced.
