试论森林资源战略储备的途径

摘  要：
森林资源的储备,是在森林资源匮乏的现状下,通过采取有效的战略性措施增加森林资源的存量,使其能满足当代和未来几代人的生存发展对森林资源多种功能和效益的需求。探讨了国内外资源储备的研究现状及发展趋势,分析了我国进行森林资源储备的必要性,提出了进行森林资源储备的主要途径,即转变传统林业经济发展模式,建立生态循环型林业经济发展模式;实施战略性工程,进行高标准的人工造林;创新森林资源储备的经济体制与动力机制;进一步增加对森林资源储备的投入;封山育林,促进森林天然更新。

摘  要：
Essential,forest reserve is increase of the forest reserves(includes both numbers and quality).It increases forest reserves by effective or strategic measures under status of forest shortage.It can meet the various forest demands for the contemporary era and offspring's subsistence and development.Forest reserve is a kind of mothball or security reserve.On the basis of discussing the status and developmental trend of domestic and overseas studies about resources reserve,the paper analyzed the necessary of forest reserve in our country.At last,put forward the main ways,i.e.transforms traditional forestry economy mode into eco-circular forestry economy mode;by strategic projects to implement high standard artificial afforestation;innovatting the economic system and motivate mechanism for forest reserve;increasing capital input;closing hillsides to facilitate afforestation to accelerate natural regeneration.
