环京津贫困地区退耕与贫困、反贫困问题研究

摘要：

本研究在系统调查环京津贫困地区31个县退耕、贫困状况的基础上,分析了环京津贫困带退耕与贫困的相关关系。调查分析表明:退耕工程的实施没有加重该区域农村居民的贫困程度,但也未对该区域的经济发展和贫困的缓解起到明显的促进作用;因此建议在退耕工程已取得生态成效的基础上,将退耕成果的巩固和和反贫困措施相结合,提出了相应的政策建议。

摘要：

On the basis of investigation on converting farmland to forest and poverty conditions in the 31 counties of the poverty-stricken area around Beijing and Tianjin's,the article analyzed the relationship between converting farmland to forest and poverty.The analysis results indicated that the project of converting farmland to forest did not aggravated poverty degree of the local people's life,and not promoted local economic's development too.Finally,the article suggested that it was needed to combine the achievement's consolidation of converting farmland to forest with antipoverty measures,and then put forward some relevant proposals.
