科技特派员制度促进欠发达地区农村反贫困——基于浙江经验的研究

摘  要：
通过对浙江农村科技特派员制度的调研,认为特派员制度能够扩大贫困农民的信息来源,提高贫困农民的组织程度和科技文化素质,促进高效生态农业的发展,从而有效促进欠发达地区反贫困工作。但因为制度不能涵盖所有贫困群体,可能排斥有能力参与项目的贫困农户,制度管理存在一些问题,所以对农村反贫困工作有一些不利影响。据此提出对策,即正确认识科技特派员制度,避免对贫困农户的社会排斥,完善管理制度。

摘  要：
Through investigating and researching on science & technology commissioner system in Zhejiang province,this paper believed the system could enlarge information source of poor peasants,enhance the degree of systematism and scientific and cultural qualities of poor peasants,promote the development of high efficient and ecological agriculture,and accelerate anti-poverty work in less-developed rural areas.The system also had some adverse effects on rural anti-poverty work because it could not benefit all poor people,might exclude some poor peasants who had ability to participate in projects,and had some problems in system management.Some countermeasures were proposed such as understanding science & technology commissioner system correctly,avoiding social exclusion of poor peasants and perfecting administration system.
