新常态背景下金融支持新疆农业高效节水发展分析

摘  要：
对新疆财政农林水事务财政支出和新疆节水灌溉面积两者关系进行分析,结果发现财政对农林水事务支出增加有利于促进节水灌溉的发展.但由于地方财政资金有限,建设资金投入不足已成为制约新疆高效节水发展的瓶颈.因此,从拓展融资渠道、出台农业高效节水相关政策、加快体制创新改革方面,提出金融支持农业高效节水工程体系、技术体系和服务体系建设的政策建议.

摘  要：
To analyze the relationship between expenditure for agriculture,forestry and water conservancy and water-saving irrigation area in xinjiang. The results show that increasing finance expenditure will help promote the development of water-saving irrigation. Due to local government fund strains,construction funds devotion shortage has become bottleneck restricting the development of the agricultural water-saving in xinjiang. Suggestions of policies are puts forward that expand financing channels,draw up relevant policies,accelerate system reform and innovation,in order to activate financial support the engineering system,technical system and service system of agricultural water-saving.
