不完全信息政府提高农业水价再补贴政策分析

摘  要：
在分析提高水价对农户节水行为影响的基础上,研究了不完全信息情况下实行提高水价再补贴政策中政府如何进行补贴的问题。由于政府拥有的信息不完全在实行补贴政策时不能分辨补贴对象而导致补贴的低效率。因而在补贴中为了将补贴运行到位,要么必须在预算范围外付出信息租,要么为了保持预算平衡就必须减小补贴额度。

摘  要：
In the text the influence of the peasant's economy water behavioral after raising the agriculture water price is analyzed.Foundation on above analysis,in execution of the compensation policy after raising the water price the problem about the government how to compensation in incomplete information is studied.Because of existing the incomplete information the compensation peasants cannot be differentiated by the government in execution of the compensation policy,then result in the low efficiency of compensation.So for the precision of compensation the information rent aside of the budget must be pay,or for the keeping the budget equilibrium the compensation degree must be reduced.
