贸易开放对我国工农产品贸易条件及农民福利的影响

本研究利用1978—2005年的数据,对工农产品价格比及其演变趋势进行了考察,并实证分析了贸易开放与工农产品相对价格之间的关系。研究结果表明,改革开放以来,我国农产品相对价格即农产品相对于工业产品的贸易条件并没有走低趋势,同时,贸易的全面开放对农产品相对价格的提升有着正面的影响,因此,从国内工农产品贸易条件的角度分析,全面的贸易开放事实上对农产品生产者的相对购买力提高和福利增加有正向作用。

摘  要：
After China’s accession to the WTO, many of its domestic markets have been gradually opened to the outside world. However, concerns are also escalated on the welfare of agricultural producers, with the increasing speed of openness in agricultural sector. Being one of the countries with the largest rural-urban income gap, China has attached great importance to narrowing the difference. It was believed that unreasonable price ratio between agricultural and industrial products were the major cause to the increasing income difference. Therefore, it was advocated that improving terms of trade in favor of agricultural products to industrial products should be an effective policy measure to increase farmers’ income and welfare. The same worry also exists with China’s WTO accession. Concerns are that the comprehensive trade openness will lead to price drop of agricultural products, and the resultant unfavorable domestic terms of trade against agricultural products. In this paper, we have used data from 1978-2005 to analyze the development of domestic agricultural-industrial terms of trade, and have estimated empirically the impact of trade openness on the relative price of domestic agricultural to industrial products. The result shows, however, that the domestic agricultural-industrial terms of trade does not exhibit a trend of decrease over the years, as assumed by many; and that trade openness in fact exert positive impacts on the terms of trade in favor of agricultural products. It implies that trade openness help to improve the welfare of agricultural producers through the increasing domestic terms of trade in favor of agricultural products.
