基于“质量相当”原则的基本农田划定问题——以长乐市为例

摘 要：
以长乐市为研究区域,借助GIS技术,利用基于耕地利用等成果并依据科学指标体系评定而分级划定基本农田数据库,并与现状基本农田分布进行比较.结果表明,经方法改进划定的基本农田空间布局相对合理,耕地质量优于现状基本农田.而政策驱动因素、缺少基本农田分级保护制度、可量化质量衡量指标缺失等,是造成现有基本农田划定质量不相当的原因.

摘 要：
Taking Changle City as an example,using GIS technology,the basic farmland database based on agricultural land utilization index was evaluated by scientific indicator system,and was compared with present capital farmland. The result showed that the spatial layout of basic farmland delimited by improved method was relatively reasonable,and cultivated land quality was superior to the current situation of basic farmland. The reasons that the quality of current basic farmland was poor were as follows: policy driving factor,lacking basic farmland grading protection system and quantifiable quality indexes.
