就业结构调整与中国农村劳动力的充分就业

摘  要：
众多对中国城乡居民收入问题的研究 ,都将城乡居民收入差距不断扩张的原因 ,归结于中国的农民太多 ,使农业经营的规模不经济 ,相对于农业的产出 ,农业劳动力是低效率的。要扭转这种收入差距存在和扩张的态势 ,就要努力调整劳动力就业的结构偏差 ,推动农村劳动力最大限度的转移 ,以农村劳动力在非农领域的充分就业 ,实现农民收入增长 ,缩小城乡居民收入差距。但是 ,需要创造什么条件、制定什么原则 ,做出什么努力 ,怎样达到这个目标 ,这构成了本文关注和希望解决的基本问题

摘  要：
To counter the tendency that the income gap between urban and rural areas expands constantly in recent years, this paper point out that the most basic way to increase farmers' income is to impel the rural laborer to transfer, improve rural laborer productivity in agriculture and non-agriculture industries. This kind of transformation of the rural laborer, whether can increase farmers' income, save the income gap between urban and rural gradually, the more important thing is whether the shifted laborer can realize full employment. Certainly, how to guarantee the full employment of the rural laborer, can't do without the government's policy support。The author thinks that the government should pay attention to rural laborer's full employment in the informal department further
