摘  要:
从优化土地利用配置入手建设生态清洁小流域,是保护区域水土资源、防治生态环境退化的重要途径。在分析构筑小流域"三道防线"与区域水土资源相互关系的基础上,从小流域内土地利用现状、社会发展的空间差异性角度,讨论了在上游区实施生态修复、中游区实施生态治理和下游区进行土地利用配置优化、实施生态保护的必要性和可行性,提出了改进流域内生态补偿的新思路。

摘  要:
Building ecologic and clean-type small watersheds proceeding from beginning with optimized land use allocation is of an important way to protect regional water and land resources and prevent and control the deterioration of ecologic environment. The paper discusses the necessity and feasibility of ecologic rehabilitation to be conducted in the upper stream, ecologic treatment in the middle reaches and optimizing land use allocation and ecologic protection in the lower reaches and; puts forward a new idea of improving the ecologic compensation within the river basin based on the interrelation established between "three lines of defence" of small watersheds and regional water and land resources and from angles of the present status of land use and spatial difference of social development of small watersheds.
