发展海洋牧场 构建“蓝色粮仓”

摘  要：
论文阐述了海洋牧场的基本内涵,论述了发展海洋牧场对于推进"蓝色粮仓"建设的重要意义,海洋牧场是提升"蓝色粮仓"经济社会效益的重要途径,是发展"蓝色粮仓"多种产业的重要载体,是促进"蓝色粮仓"资源可持续利用的必然选择,是实现"蓝色粮仓"低碳建设的重要举措。针对我国"蓝色粮仓"构建的现状特点,从宏观、中观和微观三个视角提出了发展海洋牧场、构建"蓝色粮仓"策略选择。宏观层面上要科学规划建设,健全管理体系;中观层面上要加大政策扶持,拓宽融资渠道;微观层面上要优化科技支撑,搞好管理运营。

摘  要：
In this paper,the connotation and characteristics of marine ranching are introduced. The significance of developing marine ranching for constructing 'Blue Granary' is elaborated based on its functional characteristics.Marine Ranching plays a key role in promoting economic and social benefits,achieving multi-industrialization,implementing sustainable utilization of resource,and low-carbon construction of 'Blue Granary'.Strategies of developing marine ranching to promote the construction of 'Blue Granary' were given on the macroscopic,mesoscopic and microscopic level,respectively.Scientific layout and construction and thorough management system are needed from the macroscopic level.It is suggested that supporting policies should be given and financing channels should be broadened from the mesoscopic level.From the microcosmic view,the supporting science and technology should be optimized,and management and operation should be handled scientifically.
