西双版纳州国有橡胶农场改革的新制度经济学分析

摘要：

从契约关系、橡胶树资产特性和橡胶林地的产权结构出发,分析了云南省西双版纳州2009年12月开始的国有橡胶种植农场改革。通过分析发现,此次改革主要是由生产要素的相对价格变化诱使的,城市扩张诱使土地的边际收益增加;在当前的产权结构下,国有资产的收益难以保证"保持职工身份"的支出,存在较大的财务风险。最后,提出构建专业橡胶局、重构产业组织及以国有资产买断职工身份等建议。

摘要：

The reform on state-farms beginning from December 2009 in Xishuangbanna, Yunnan Province was analyzed based on contractual relationship, asset features of rubber trees and property structure of rubber plantations in this paper. It`s found that this reform was induced by changing in relative price of production factors and the increasing income of land marginal by urbanization. It points that the financial risk would be increasing because the state- owned assets can`t maintain the expenditure for ensuring the worker`s identity under such property right structure. It suggests that the professional rubber board should be established for better management, the industry organization should be restructured and worker`s identity may be compensated by the state-owned assets.
