政府投资项目实施代建制的探讨

摘要：

对政府投资项目实施代建制进行了研究分析。代建制是一种由项目出资人委托有相应资质的项目代建人对项目的可行性研究、勘察、设计、监理、施工等全过程进行管理,并按照建设项目工期和设计要求完成建设任务,直至项目竣工验收后交付使用人的项目建设管理模式。政府投资项目实施代建制对建立公开、公正、透明的政府投资管理体制,形成有序、良性的竞争环境,促进市场经济的健康发展,并且能为从源头上遏制腐败、减少行政成本和提高效率提供重要保障。

摘要：

This paper studies on the agent system of the government investment project implementation.Under the agent system,the project investor entrusts the qualified project agent with the whole process of the project like project feasibility study,reconnaissance,design,supervision,construction,completion,and the final inspection.The project will be completed in accordance with all the requirements.The establishment of the agent system of the government investment project implementation safeguards a public,fair,and transparent government investment management system,a favorable competition environment,the healthy development of the market economy.It helps to contain corruption from the start,reduce administration cost and enhance efficiency.
