河北省农村环境综合整治重点任务研究

摘  要：
指出了农村环境综合整治是河北省"十三五"时期的重点任务之一,从农村污水防治和农村面源污染防治两个方面系统梳理了农村环境综合整治的重点任务。从生态保护优先的角度出发,提出了通过生态建设与修复开展农村环境综合整治工作的重要性及具体措施:一是在重点生态功能区和自然保护区建设生态工程,根据生态环境保护的重要性和紧迫性决定开展生态工程建设的顺序和发展方向;二是在考虑区域生态环境承载力的基础上,探索研究发展生态旅游产业;三是在重要生态功能区、生物多样性优先区、生态环境支撑区等区域加大生态保护转移支付力度。

摘  要：
This paper pointed out that the comprehensive improvement of rural environment was one of the important tasks in"13th Five-year Plan"of Hebei Province.From the rural sewage and rural non-point source pollution control system,we sorted out the the key tasks in rural environmental comprehensive improvement.From the perspective of ecological protection priority,we studied the importance and measures to carry out comprehensive improvement of rural environment through ecological construction and restoration.First,we should construct ecological engineering in the key ecological function areas and nature reserves.According to the importance and urgency of ecological environment protection,we decide the order and development direction of ecological engineering construction.Second,based on the consideration of regional ecological environment carrying capacity,we should research how to develop ecological tourism industry.The last,in important ecological function areas,biodiversity priority areas,ecological and environmental support areas and other areas,we should strengthen the ecological protection and transfer payment dynamics.
