摘  要：
实地调查了河北省土地利用状况,探讨了河北省土地利用中存在的问题,分析了土地利用中公权力和私权利的行使状况。基于此,提出了相关对策建议,即加大政策宣传力度,发挥政府部门的管理和服务职能,鼓励农地流转,加强农村自治组织建设,完善农业用地法律制度。

摘  要：
Land-use status of Hebei Province was investigated on the spot,and the problems in land-use were discussed.Exertion status of public power and private rights in land-use were analyzed.On this basis,relevant proposals were put forward,i.e.strengthening the publicity of policies,exerting the management and service role of government,encouraging the circulation of agricultural land,intensifying the construction of rural autonomous organization and improving legal system of agricultural land.
