摘  要：
创建"国家森林城市"是加强城市生态建设、创造良好人居环境、弘扬城市绿色文明、促进人与自然和谐发展的重要载体,是目前我国评价一座城市绿化成绩的最高荣誉。文章对通辽市创建"国家森林城市"的建设理念、规划布局进行了探讨,提出以"草原生态林城,绿色宜居通辽"为理念,进行城乡统筹、全面规划、整体推进,构筑城乡一体化、绿色宜居的森林城市的目标。

摘  要：
The establishment of "National Forest City" mainly aims to improve urban ecology, better human settlement, promote urban green civilization and the harmony between human and nature, which is also the highest honor for achievements in urban afforestation in current China. The paper discusses about the construction concept, planning layout of Tongliao city in the establishment of "National Forest City". The idea of"Green Livable and Ecological Forest City of Tongliao in Grassland" is put forward, and measures such as coordination between urban and rural areas, comprehensive planning, and overall progressing are taken to achieve the goal of "forest city as well as integrating green and livable urban and rural areas".
