中国土地用途管制的技术支撑体系

摘  要：
该论文基于理论研究、法律法规和工作实践,系统探讨了土地用途管制的技术支撑体系,它包括土地利用总体规划、总量控制方法、信息反馈机制三个主要方面,具体分析了三个方面现存的问题及其对制度效能的影响,在此基础上,从准确定位用途管制的目标因素、建设用地配置的"非均衡"规律、建设用地动态置换、地籍管理行政改革、公众参与的法制保障等五个方面,分别提出了改进和提高的措施。为编制以土地用途管制为核心的土地利用总体规划提出方法与建议。

摘  要：
Based on theoretical investigation,legislations and practice,the technical support system for controlling on the usages of land,including the utilization of land,the total amount control and information feedback mechanism,had been discussed in terms of existing problems and their effect on systems.The improvement measures were proposed respectively in aspects of pinpoint targets on key factors,the unbalance rules of construction land use,dynamic replacement of construction land use,administrative reform of land management and the legal guarantee of public participation.Suitable methods and suggestions were proposed in this paper for compiling general land use planning which takes Land use control as key part.
