新中国成立70年来我国乡村治理发展的路径与趋向

摘  要：
本文从历史的视角,以乡村治理机制及其内在逻辑的变迁为核心,分析新中国成立70年来乡村治理的发展路径及其依赖性特征,探讨中国乡村治理的发展趋向。研究表明,新中国成立以来中国乡村治理发展可以划分为"两个时期"、"四个阶段",即以改革开放为分界点划分为两个时期,按照乡村治理机制的变迁,可以划分为乡镇自治、人民公社制、乡政村治和乡村共治四个阶段。70年来中国乡村治理发展路径具有较强的路径依赖性,表现为乡村治理体制结构的行政化和集权化、乡村治理思维的城乡分治、乡村治理主体的精英化和乡村治理方式的技术化。未来乡村治理现代化将以构建党领导下的"三治"相结合的乡村治理体系和开放的多元化治理格局为主要方向,实现乡村善治。

摘  要：
This article analyzes the development path and dependence characteristics of rural governance in the 70 years since the founding of New China from the perspective of history,taking the rural governance mechanism and the changes in its internal logic as the core,and discusses the development trend of rural governance in China.The research shows that since the founding of New China,China's rural governance has been divided into two stages by the reform and opening up.According to the changes of the rural governance mechanism,there are four stages in the last 70 years:township autonomy,people's commune system,township government and village governance.In the past 70 years,China's rural governance development has a strong path dependence,which is characterized by the administrative and centralizationof rural governance system structure,the urban-rural divide of rural governance thinking,the elite of rural governance,and the technicalization of rural governance.In the future,the modernization of rural governance will be based on the construction of the rural governance system combined with the "three governances" under the leadership of the party and the open diversified governance pattern as the main path to achieve good governance in the countryside.
