我国植物新品种保护及农作物新品种权研究

摘  要：
植物新品种保护制度是一项重要的为育种创新提供知识产权保护的专门制度。对我国植物新品种保护政策、组织、技术的发展进行了梳理,对1999-2013年我国植物新品种权的基本信息,包括植物种类分布、申授权数量年际变化、申授权地区与机构分布等情况进行了统计分析,并以2006-2013年为时间窗口,研究分析了国审水稻、玉米、小麦品种的品种权情况,以期从新品种保护角度,为新品种权以及审定品种新品种权的进一步研究提供支持与参考。

摘  要：
The new plant varieties protection is a new kind of special intellectual property right system to stimulate breeding innovation. The development of policies, organization and technology of the system during 1999-2013, such as plant species distribution, annual change of application quantity and authorization quantity, and the authorization institute distribution are statistical analyzed. The new plant variety right of the national authorized rice, maize and wheat varieties between 2006-2013 are studied. The analysis and study can provide reference and support for the further research of the new plant variety right system and the authorized crop varieties property.
