针对《行政处罚法》颁布实施前后，水行政主管部门应如何根据自身实践做好相关的各项工作，提出了个人见解，以规范水土保持行政处罚行为，力求在水土保持行政执法中做到有理、有据、合法、避免执法违法现象存在，确保水土保持行政执法不断深入。

摘  要：
The soil and water conservation administrative department must do the work well inall of their works, according to their own practices around promulgating and implementingadministrative penalty low. Some reviews are put forward in order to normalize the administra-tive penalty in soil and water conservation, to ensure that the administrative penalty of soil andwater conservation are carried out effectively, we should carry out the administrative penaltylaw of soil and water conservation reasonably, evidentially and legally, to avoid existing of illegal phenomenon in enforcing the law.
