开发性金融支持国家储备林基地建设案例分析——以广西国家储备林项目为例

摘  要：
国家储备林建设是维护木材安全和生态安全的战略工程,也是推进林业供给侧结构性改革的重大工程。广西壮族自治区作为全国首批国家储备林建设试点省区之一,引入开发性金融进行国家储备林建设,对于破解融资难题、推进国家储备林建设具有重大的示范效应和推广价值。文章基于广西储备林项目的融资创新模式,通过分析其引入开发性金融过程中面临的融资困境及难点,提出进一步完善广西储备林项目融资机制的政策建议,以期为全国其他省份推进国家储备林建设提供经验借鉴。

摘  要：
The construction of national reserve forest is a strategic project to maintain timber safety and ecological security, and it is also a major project to promote structural reform of forestry supply front. Guangxi as one of the first batch of national reserve forest construction pilot provinces and autonomous regions, introduced the development finance investment into the national reserve forest construction. This has a significant demonstration effect and generalization value to crack financing problems and advance the construction of national reserve forest.Based on the financing innovation model of Guangxi reserve forest construction project, this paper analyzed the financing difficulties in the process of introducing the development finance, and put forward some policy suggestions to further improve its financing mode, so as to provide reference for other provinces to promote the construction of national reserve forest.
