长江三角洲土地资源态势与持续利用对策

摘  要：
土地资源紧缺和耕地流失过快是长江三角洲最为突出的资源问题之一。文章通过对长江三角洲不同地区20多年来(1978~2002)耕地面积变化与人均GDP增长数据的统计分析发现,耕地面积随人均GDP的增长呈显著的指数型减少,未来5~10年长江三角洲地区经济发展对耕地资源仍有较大的压力。保证长江三角洲地区未来土地资源持续利用的首要任务应是有效地控制耕地流失。对此,作者从土地管理政策、土地管理机制、土地利用空间重组等方面提出了实现该地区土地资源持续利用的对策。

摘  要：
Lack of land resources and over-fast loss of arable land is one of the outstanding problems in Yangtze River Delta. Through statistical analysis on the changes taken place in arable land at different regions during 1978-2002 and the growth of GDP per capita, this paper reveals that arable land areas remarkably reduce along with the growth of GDP per capita, the economic development of the Yangtze River Delta region will still bring fairly large pressure to arable land resources in the future 5-10 years' time. The most important task for ensuring sustainable utilization of land resources in this region is to control effectively the loss of arable land. Therefore, the author puts forward counter measures for realizing sustainable utilization of land resources in this region from the fields of land management policy, land management mechanism, and space restructure of land utilization, etc.
