晋中盆地太谷县土地流转调查研究

摘  要：
利用实证分析法,研究了在农村土地家庭承包经营制度前提下太谷县土地流转的形式、影响因素及存在的问题,结果表明:(1)在晋中盆地传统农区,太谷县家庭承包耕地的流转面积占全县耕地总面积的14.7%,土地流转的方式分为自然流转和产业发展带动的流转2种;(2)当前的土地流转依然以口头协议为主,潜藏着一定风险;(3)产业推动的土地流转不利于粮食生产。并针对土地流转存在的问题提出相应的对策:(1)加强服务和管理,保障土地流转健康发展;(2)理顺各项法律法规,出台统一的土地流转文件;(3)关注土地流转中出现的负面现象,纠正土地流转的偏向。

摘  要：
In concrete case analysis,land circulation form,influence and existing problems under premise of land household contract system in Taigu county were studied.The results suggested that,the circulation farmland area of household contract in Taigu was 14.7% and the forms were two of random circulation and the circulation drived by enterprise's growth.Nowdays land circulation was handled by oral agreement and the enterprise drived land circulation made no good to food production.It is concluded that:all laws and regulations need to be perfected and uniform land circulation document issued;all service and administration enhanced to safeguard healthy development of land circulation;enough attention to some negative phenomena and to redress injustice as well.
