社会交换视角下农村土地经营权流转探究

摘 要：
当前政策强调农村土地承包关系保持稳定并长久不变,放活土地经营权,促进城乡一体化。从社会交换视角来看,土地流转双方是利益上的交换关系。但当前由于众多相关研究过多重视单方利益,以及农村内部社会关系、土地流转市场和监管不完善等因素导致土地流转积极性不高。推动农村土地流转需发挥市场作用,突出土地流转双方交换的互惠性;同时政府应完善农村社会保障体系、重视调节农村社会关系、注重政策供给的平衡并制定合理的相关配套措施。

摘 要：
The current policy emphasis on rural land contracting relations remain stable and unchanged,deregulation of land management rights. From the perspective of social exchange,the two sides of the land transfer is the exchange of interests. But recently,due to many related research emphasis on unilateral interests,as well as rural social relations,land transfer market and imperfect supervision and other factors led to the enthusiasm of land circulation is not high. To promote the transfer of rural land to give play to the role of market and highlight the land circulation of bilateral exchanges and mutual; at the same time,the government should improve the rural social security system,pay attention to adjust social relations in rural areas,pay attention to the balance of policy supply and to develop reasonable and relevant supporting measures.
