玛曲草地生态补偿机制和补偿资金初探

摘 要：
从首曲湿地草地年度生态服务经济价值和损失价值评估入手,对玛曲草地生态补偿机制的建立和补偿资金确定进行了初步探讨,说明了生态补偿机制的建立和补偿资金的合理确定是保护生态功能核心区主体利益和限制生态效益辐射区无度、无偿滥用自然资源的前提条件,也是区域经济社会协调发展的必然要求。得出黄河下游地区每年应从总的GDP中最少拿出0.3‰~0.8‰的资金,用于玛曲草地的保护和建设。

摘 要：
Based on the ecological service value and lost value of grassland in Maqu wetland area,the ecological compensation mechanism and fund resource were preliminarily studied and the result indicated that it was the precondition for protecting the ecological core area and preventing the improper utilization,and for the regional sustainable development.In the lower reaches of Yellow River,the fund(at lest 0.3‰ to 0.8‰ of DGP) should be provided for the construction of local grassland.
