世界棉花主要生产国家和地区的棉花补贴政策及启示

摘  要：
棉花补贴已成为世界棉花主要生产国家和地区稳定棉花生产的重要手段,借鉴这些国家和地区的棉花补贴政策,对于促进我国棉花生产、减轻进口棉对我国棉花生产的冲击具有重要的参考意义。介绍了棉花主要生产国家和地区棉花补贴政策内涵,总结了它们的棉花补贴经验,提出我国棉花补贴政策应以保障棉农的生产收入为主要目标,采取覆盖棉花生产和流通诸环节的多元化补贴形式。

摘  要：
Cotton subsidy has become an important approach to stabilize cotton production in major cotton producing countries and regions.Using the cotton subsidy experience of these countries and regions for reference,there is an important significance to promote China’s cotton production and relieve the impact of foreign cotton import on China’s cotton production.This paper analyzes the cotton subsidy policies of these countries and regions,summarizes the cotton subsidy experience,and suggests that the cotton subsidy policy in China should secure the income of cotton farmers,enrich the varieties of subsidy as well as cover the sessions of production,circulation.
