村级土地利用规划中公众参与系统的优化

摘要：

为提高村级土地利用规划中的公众参与程度,在明确公众参与村级土地利用规划的内涵及其必要性的基础上,采用系统论方法将村级土地利用规划公众参与系统分为三个子系统,即实体系统、制度系统和意识系统,并探讨了三个子系统之间的作用机制,进而基于上述三个子系统对如何完善村级土地利用规划的公众参与系统、提高公众参与程度提出了意见和建议。结果表明,中国已开展村级土地利用规划试点的地区,实体系统日臻完善,只有实现制度系统和意识系统的进步,才能促使公众参与村级土地利用规划向更高层次跨越。

摘要：

To promote public participation in village land use planning, based on clear understanding of the connotation of public participation and its necessity in village land use planning, the village land use planning system was divided into three subsystems, namely physical system, institutional system and awareness system, the internal operation mechanism among three subsystems was explored, and several suggestions were put forward on how to promote public participation in village land use planning. The results indicated that physical system was perfect in the areas that have conducted village land use planning. Only by emphasizing institutional system and awareness system, the public participation in village land use planning could be promoted.
