摘  要：
"三农"问题归根结底是农民收入问题。在社会主义新农村建设中,发展经济是基础,而农民增收是关键。对历史和现实进行考察,影响农民增收的因素固然很多,但从本质上看,主要是受资源、结构、市场和体制的制约;反映在制度层面上,则面临着一系列对政策、体制和机制的创新。从各方面进行了分析,并提出了漳州农民增收的一些对策建议。

摘  要：
The problem of "three agriculture",in the finalanalysis,is the problem of farmers' income.During the construction of the new rural area of socialism,the development of economy is the basis,the increase of peasant's income is the key.Based on investigation of history and reality,although there are many factors influencing peasants to increase income,in essence,it mainly is restricted from several aspects of resource,structure,market and system.In the systems,facing a series of innovation for policy,system and mechanism.Some countermeasures of the increase of peasant's income in Zhangzhou are proposed through analyzing from all aspects.
