社会保障视角下宅基地“供给侧”改革之探析

摘  要：
"宅基地‘供给侧’改革"观点是供给侧改革、宅基地制度改革相结合的产物,我国当前的供给侧改革中对于土地要素的供给要求突出,与此同时,宅基地改革是土地改革中的重要组成成分。为确保"重大改革要于法有据",基于社会保障角度,建议制定《农村宅基地管理法》,妥善解决与农民权益密切相关的社会保障问题。

摘  要：
The view of "reform of the rural homestead 'supply side'" comes from both the reform of supply side and the land reform,currently in China the requirement on the supply side for the supply of land in the reform of supply side, and the land reform is an important component in land reform. In order to ensure "the major reforms according to the law", based on the point of social security,the law of rural housing land administration was formulated for proper settlement of the social security problem related to the peasants' rights and interests.
