论政府在农产品质量安全供给中的职能

摘  要：
农产品具有的商品属性和准公共物品属性在一定程度上决定了政府在其供给中应承担重要职能 ,体现在组织确定我国适当的农产品保护水平、确定农产品质量安全目标、制订农产品质量安全标准和选择推广农产品质量安全控制措施等方面。为保证政府职能的正常发挥 ,在强调农产品质量安全的初期 ,政府的作用应集中在加强农产品质量安全信息能力的建设、创造良好的农产品外部生产环境和发挥激励机制的作用 ,从而提高生产者质量安全供给能力并激发生产者质量安全供给动力。

摘  要：
Agricultural products have dual properties: commodities and quasi-public goods. That implies that the government should play an important role in their provision. Its duties, among others, include: determining a proper level of protection, establishing quality standards, and supervising food safety regulations be implemented. An effective information system and incentive mechanisms are also important to encourage the producers to offer better and safer foods.
