村民代表的参政成本与理性无知——以普洱市文村为例

摘  要：
村民代表制度是我国农村村民自治制度的重要组成部分。以普洱市文村村民代表为研究对象,通过用调查问卷和访谈的方式,实证村民代表所做的决策成本与理性无知之间的关系。经过研究得出,目前条件下,村民代表在决策时需要的信息和分析问题的新知识,是他们无法负担的高昂成本。因此,更多的村民代表保持了理性无知。要改进村民代表所保持的理性无知,必须改变他们获取信息和分析问题的条件,降低他们参与村民代表会议的成本,方能成功。

摘  要：
China′s rural village representation system of village autonomy is an important part.This paper takes Wen villager of Pu′er city as research object,by using questionnaires and interviews,demonstrates relationship between rational decision-making costs and rational ignorance made by village representatives.The study concludes that,at present conditions,the village representatives in decision-making and problems analysis require new knowledge,but they can not afford the high cost,therefore,more village representatives maintain a rational ignorance.To improve the rational ignorance maintained by village representatives,we must change their conditions to access information and problem analysis,reduce their costs to participate in village representatives conference,which can be successfully implemented.
