摘  要：
农村是统筹城乡发展的难点和重点,而在农村发展中农村公共品供给又是重中之重。本文基于多方面的调查数据,分析了当前我国农村公共品供给总量严重不足、城乡差距不断扩大的严峻现实。根据对问题的剖析提出了在统筹城乡发展的过程中把重心放在农村、把供给负担由原来的“以农民为主”转向“以政府为主”、借市场之力打破城乡界线等相关对策建议。

摘  要：
This analytical article is based on several surveys. It shows the unfair situation in rural China today, which is reflected in bad shortage of public goods supplies and increasingly enlarged differences between the town and countryside. There is a strong argument to put focus on rural areas according to the newly designed strategy for a coordinated development; hence the supplies must be paid mainly by the government, rather than by the rural population itself previously. The market forces are also to be used to demolish the urban-rural barriers
