农村水环境治理中的政府主导与农民参与

摘  要：
随着农村社会经济的发展,农村水环境恶化逐渐成为制约农村社会经济进一步发展的严重障碍。"大包大揽"式的全能型农村水环境治理策略逐渐式微,成效不显著,甚至出现了"边治理、边污染、忙应对"的恶性循环。基于农村水环境的公共物品属性及当前治理困境,认为只有通过优化政府动员方式,有效引导农民积极参与,形成中国"善治"意义上的"政府主导,农民参与"方式才能突破困境,使得农村水环境在较大程度上得到一定的改善成为可能,实现可为。

摘  要：
With the development of the rural social economy, rural water environment has gradually become worse and worse,andit is a serious obstacle to the further development of rural social economy. "Do" type universal rural water environment governance policies have gradually faded, and which have no significant results, even appeare the vicious circle, which consists of "governance, while pollution and busy dealing with". Based on the public goods attribute of the rural water environment and the current governance dilemmas, this paper argued that only by optimizing the government mobilizations, effectively guided farmers to actively participate in, the formation of China's "good governance" in the sense of the way of "government dominance, farmers' participation", to broke through the dilemmas, and made the rural water environment in a large extent, had been improved to a certain possible, and implementation could be.
