非洲农业农村发展现状、存在问题及政策取向

摘 要：
从农村人口、耕地面积、主要农产品产量、粮食单产和农产品贸易等方面深入分析了非洲农业农村发展现状,并从农业生产方式、农业农村基础设施、农业生产结构和粮食安全形势等方面阐释了非洲农业农村发展存在的主要问题,然后以《非洲农业综合发展计划(CAADP)》为例探究了非洲农业农村发展政策取向。近年来,非洲农业农村取得长足发展,但目前仍然面临诸多问题,特别是粮食安全形势非常严峻;CAADP作为一项综合性的非洲国家农业农村长期发展倡议,目前已经在大多数非洲国家实施,并在经济发展与粮食安全、农业转型与可持续发展、政府治理能力等3个方面取得了显著效果。CAADP的持续实施将为到2030年在非洲实现联合国可持续发展目标(SDGs)提供强有力的支撑。

摘 要：
This paper analyzed the status quo of agricultural and rural development in Africa from the aspects of rural population,arable land areas,production of main agricultural products,yield of grain and agricultural trade,and interpreted the main problems of agricultural and rural development in Africa from the aspects of agricultural production mode,agricultural and rural infrastructure,structure of agricultural production and food security,then by taking the Comprehensive Africa Agriculture Development Programme(CAADP) as an example,explored the policy orientation of agricultural and rural development in Africa.It was indicated that,great progress had been achieved in the development of Africa's agriculture and rural areas in recent years,but there were still many problems,especially the very serious situation of food security.As a comprehensive and long-term initiative of agricultural and rural development at the national level in Africa,the CAADP had already been implemented in most African countries and had achieved significant effects in three aspects:economic development and food security,agricultural transformation and sustainable development,and government governance capacity.The continuous implementation of CAADP will give strong support for the achievement of the United Nations Sustainable Development Goals(SDGs) by 2030 in Africa.
