农药领域技术性贸易措施官方评议现状特点及推进措施

摘  要：
2013年,WTO成员共发出农药领域技术性贸易措施通报337份,主要涉及农药登记、评估、市场准入、标签等管理法规的制修订,农药产品的登记批准和限制使用,农药残留限量标准的制修订等方面。农业部农药检定所组织农药领域技术性贸易措施官方评议专家对国外通报措施与我国相关法规和标准进行比对研究,结合我国生产实际和进出口贸易情况,对通报措施对我国相关农产品和农药产业的影响进行风险分析,对外做出评议,对内提出管理建议和风险预警建议。

摘  要：
Total 337 notifications of technical trade measures on pesticides have been issued by Member countries of World Trade Organization. They were mainly involved in the aspects of pesticide evaluation, registration, market access, labeling, restriction of use, as well as the establishment and revision of Maximum Residue Limits. According to the domestic agricultural practice and international trade, the riskson consumer health, and theadverse effects on the development of domestic industry and market were analyzed, and the early-warning and correspondingly counteractions were suggested.
