进城务工人员群体特征演变的法律政策转型研究

摘  要：
随着国家工业化、城市化进程的推进,我国农村进城务工人员群体的特征已经发生了巨大变化,继续沿袭传统对农业和农民的政策已经对国家的工业、农业、服务业的发展造成了阻碍,当前对于进城务工人员的准确定位是城市化和工业化发展的首要问题。针对进城务工人员的群体性特征的演变,国家的法律和解决"三农"问题的相关政策应当因时应事地加以调整,以平等的观念指导法律和政策的制定和实施,农民进城是工人,回到农村也应是农业工人,这样国家的法律和政策才能得到持续有效的贯彻落实。

摘  要：
Along with the country's industrialization and urbanization process,identity of China's rural migrant workers has undergone a great change,following the traditional policy of agriculture and the farmers,industrial,agriculture and services should be hampered.At present the exact location of migrant workers is the most important issue for urban and industrial development.Features of migrant workers group has evolved,the state's "three agricultural"policy should be adjusted.Legal and policy guidance to the concept of equality in the formulation and implementation of migrant peasant workers.Returned to the rural areas should also be agricultural workers,the state laws and policies can be sustained and effective implementation.
