摘  要：
本文阐述了当前园林植物病虫害防治存在诸多的问题,主要表现为预测预报、检疫和防治的"三不到位",以及苗木市场失控、病虫来源渠道增多和专业技术人员短缺等;提出了转变观念,加强园林植物病虫害防治的领导、职能部门要认真履职,做到"三个到位",增加专业人员编制、健全职能、强化人员培训等对策与措施。

摘  要：
The existed problem of landscape architecture plant diseases and insect pests control which mainly manifested shortcomings of prediction and forecast,quarantine and control were elaborated. Furthermore,it also revealed nursery stock market out of control,increase of sources of diseases and pests and shortage of professionals. The measures of changing concept,strengthening the lead of landscape architecture plant diseases and insect pests control,carrying the responsibility seriously by functional department,making sure the three task in work,increasing size of personnel force of professional,refining the function,strengthening personnel training were raised.
