试论熙丰农田水利建设的劳力与资金问题

摘 要：
劳力与资金,是王安石变法中农田水利法着力解决的两个问题。王安石与宋神宗主要通过征调民力、调遣军队与招募饥民等途径来解决劳力问题。而水利建设中的经费问题,则主要以按户等摊派、鼓励富户出资与政府低息或无息贷款等方式来解决。这些途径虽无太多的创新,但促进了宋神宗时期的农田水利建设。

摘 要：
In the law of irrigation and water conservancy out of Wang An-shi reform, the labor and fund were two important questions needed to be settled seriously. By means of conscripting labor, moving troops and recruiting famine refugee, the question of labor was settled. And the fund was raised by apportioning according to family rank, encouraging rich family to donate,and interest-free or interest-low loans from government. Though those measures not new trails, they promoted the construction of water conservancy during the period of Song Shen-zong.
