时间银行模式在农村互助养老长效运行机制中的探索——以苏北SN县为例

摘  要：
以江苏省SN县HJ村创办的农村"老年关爱之家"为代表的互助养老模式蓬勃兴起,然而在其运行过程中出现逆向选择行为频发、低龄健康老人积极性不高、缺乏长效运行机制等制约发展的问题。针对其运行过程中的问题提出有利于解决这些问题的具体思路,即建立农村互助养老内部长效运行机制——时间银行,并借助政府主导、社区支持、村民参与三方联动机制保障时间银行在农村顺利开展,促进农村互助养老模式长久可持续发展。

摘  要：
The mutual-aid elderly care model represented by 'the elderly care home' set up in HJ village, SN county of Xuzhou city in Jiangsu province, is springing up vigorously, however, problems restricting the development, such as the frequent occurrence of adverse selections,inadequate enthusiasms of the younger and healthy aged, lack of the long-term operational mechanism appears. According to the problems during the process of the operation, the specific idea conducive to solving the problems: the establishment of internal long-term operational mechanism for the rural mutual-aid elderly care-Time Bank was proposed, and the tripartite interactive mechanism was put forward by aid of the government-lead, community support, and villagers' participation, to guarantee the smooth development of time bank in rural areas, and promote the long-term sustainable development of the rural mutual-aid elderly care.
