新一轮退耕还林工程在农村精准扶贫中的作用初步研究

摘  要:
本研究对贵州省69个新一轮退耕还林重点县、100个乡镇、105个村、1012户退耕贫困户连续2年开展了新一轮退耕还林在扶贫攻坚中的作用跟踪调查。通过资料收集、入户问卷调查和基层干部群众座谈等方法,调查县、乡、村、农户4级的贫困情况、贫困人口参与新一轮退耕还林情况、退耕还林主要造林树种及经营管理模式、贫困户收支情况和新一轮退耕还林收入在农户总收入中的比重等,量化分析新一轮退耕还林工程在助推脱贫攻坚中的作用。通过对两年数据的对比分析,结果表明:新一轮退耕还林工程对加快贫困地区农民脱贫致富、优化农村产业结构、促进农村经济发展发挥了积极的作用。

摘  要:
In this study,the role of the new round returning farmland to forest project in poverty alleviation was tracked for 2 years based on 69 key counties,100 towns,105 villages and 1012 poor households in Guizhou.Through data collection,household questionnaire survey and grass-roots cadres and people's symposium,the poverty situation of 4 levels of county,township,village and peasant household,the poor population involved in the new round of returning farmland to forest,the main afforestation tree species and management mode of returning farmland to forest,the income and expenditure of the poor households and the proportion of the new round returning farmland to the total income of the farmers were investigated,and the role of the project in helping poverty alleviation was quantitatively analyzed. Comparison and analysis of the two years' data showed that the project had played an active role in speeding up the poverty alleviation,optimizing the rural industrial structures and promoting the rural economic development in the poverty-stricken areas.
